Born Feb. 14, 1929, in Wilkes-Barre, he was the son of the late Leo and Mary (Gansel) Nelligan.
James graduated from Coughlin High School and King's College with a Bachelor of Science in accounting. Throughout his life, Jim was guided by a strong sense of duty, integrity, faith, and patriotism. He valued the opportunity to serve others and remained deeply proud of his Pennsylvania roots. While his professional life was distinguished by public service, his greatest source of pride and happiness was always his family and his love of Notre Dame Football.

Nelligan, Moore, S.C.; daughter-in-law, Joanne L. Nelligan, Moore, S.C.; and twin grandchildren, Rachel A. Nelligan, Moore, S.C.; and Ryan P. Nelligan; Philadelphia.
